Ausgehend von dem Befund, dass klassische Bildungsangebote Menschen mit Migrations- und Fluchtgeschichte oft nicht erreichen, beschreibt die Autorin einenmenschenrechtsorientierten Ansatz politischer Bildung anhand zweier Beispiele aus Deutschland: Hier erfolgte aufsuchende politische Bildung in Zusammenarbeit mit Migrant*innenorganisationen. Im laufenden Projekt „Siyasa – Miteinander für Berlin“ initiieren die Projektträger*innen thematische Kongresse, im Rahmen derer politische Bildungsaktivitäten umgesetzt werden. Aus den Reihen der arabischsprachigen Teilnehmenden wird ein Komitee gebildet, das eigenverantwortlich Bildungsaktivitäten plant und die Themensetzung der laufenden Projektaktivitäten mitbestimmt. Im Projekt „Siyasi Katılım – Politische Beteiligung“ finden Workshops zu den Themen Vereinsarbeit, Vereinsrecht, Engagementformen und zum politischen System in Deutschland für türkeistämmige Teilnehmende statt. Als Besonderheiten beider Angebote nennt die Autorin, dass die Referent*innen zweisprachig sind bzw. eine Simultanübersetzung möglich gemacht wird, damit sich Teilnehmende auch in ihrer Erstsprache äußern können. Weiters führen die Projektträger*innen für die Kongresse eine Vor-Ort-Akquise in Geflüchtetenunterkünften und sozialen Einrichtungen durch. Um barrierearme Räume und passgenaue Angebote zu schaffen, berücksichtigen diese Communitys-Projekte die Mehrsprachigkeit der Zielgruppe, ihr Vertrauenslevel in Institutionen und ihre Erfahrungen mit repressiven Systemen. Ein Erfolgsfaktor ist die Selbstreflexion der politischen Bildner*innen hinsichtlich eigener eurozentristischer, diskriminierender und rassistischer Denkweisen, so die Autorin.

English Abstract

Community-oriented Political Education in the Migration Society - A human rights-oriented approach to political participation

Based on the findings that classic educational programming often does not reach people with a migration and refugee background, the author describes a human rights-oriented approach to political education with two examples from Germany: Political education outreach was carried out in cooperation with migrant organisations. In the current Siyasa – Miteinander für Berlin (Together for Berlin) project, the project sponsors initiated thematic conferences during which their political education activities are implemented. A committee of Arabic-speaking participants is set up that plans education activities autonomously and has a say in the choice of topics for the current project activities. In the Siyasi Katılım – Politische Beteiligung (Political Participation) projects, workshops for participants from Turkey are held on the topics of work in associations, association law and forms of engagement and on the political system in Germany. A special feature of both programmes is that either the speakers are bilingual or simultaneous translation is made available so that participants can express themselves in their first language. Furthermore, the project sponsors of the conferences carry out on-site recruitment in refugee accommodations and social institutions. To create spaces with few barriers and individualized programmes, these community projects consider the multilingualism of the target group, their level of trust in institutions and their experiences with repressive systems. According to the author, one factor for success is the political educators’ self-reflection on their own Eurocentric, discriminatory and racist ways of thinking.
