Arthur Schneeberger widmet sich der Schnittstellenprobleme am Übergang in die tertiäre Bildungsebene - zentraler Kritikpunkt in der österreichischen NQR-Entwicklung. Wie in anderen Ländern vorgezeigt, wünscht er sich auch für Österreich tertiäre Angebote mit Anrechnungsmöglichkeiten außerhalb der traditionellen Hochschule. Sein besonderes Augenmerk gilt dabei den Kurzstudiengängen, sogenannten „short cycles“.

English Abstract

The educational systems in the countries of the European Union have traditionally been very distinct from one another, which often makes it difficult to compare qualifications and recognise them internationally. To respond to this diversity, the European Union has developed two instruments: the European Qualifications Framework (EQF) for the entire field of education and the Dublin Descriptors for the tertiary education sector. This article establishes a connection between the two and discusses new opportunities for tertiary education. The author proposes so-called "short cycles" analogous to other educational systems for Austria. These cycles are two-year tertiary educational programmes that can also be completed at adult education institutions and that may be followed by a bachelor's programme at a university.
