Mittels sektoraler Qualifikationsrahmen (SQR) können branchenspezifische Qualifikationen mit den zugehörigen Abschlüssen im internationalen Kontext beschrieben werden. André Schläfli zeigt anhand zweier Beispiele, dass internationale SQRs insbesondere für die Wirtschaft attraktiv sind, da sie Praxisnähe genauso garantieren wie internationale Transparenz. Damit seien SQRs eine nützliche Ergänzung zur Gesamtentwicklung des Europäischen Qualifikationsrahmens.

English Abstract

The following article is concerned with the potential and prospects for realising sectoral qualifications frameworks (SQFs) in an international context. Following a general examination of SQFs, the author presents two examples: a sectoral qualifications framework that has been partially implemented ("European Insurance Intermediary" as part of EFICERT for the insurance industry) and one whose concept has been developed but not yet implemented (Flexi-Path for training the trainers). He comes to the conclusion that European sectoral qualifications frameworks are an attractive addition to the development of national qualifications frameworks (NQFs). What is remarkable is that sectoral qualifications frameworks were originally proposed as national qualifications frameworks by the EU Commission. However, they are (also) being established as international qualifications frameworks. The first results have shown that international SQFs based on organisations that are well-connected due to their own initiative can develop into a promising dynamic. This can also stimulate the development of NQFs.
