English Abstract

This article takes up the topic of previously established structures in the development of the Austrian strategy on lifelong learning (LLL Strategy), in particular, the "Focus on Learners" and the "Life Phase Orientation" guidelines. It links them to practical considerations on the possible significance of target group concepts in the process of putting them into concrete terms. The considerations are "practical" in that they take into account the possibilities of using the target group concept for putting them into their concrete, political form without explicating the whole apparatus of theoretical and factual knowledge contained within it. Thus, the article provides a suggestion for the political discourse that can be taken up by a variety of people interested in the development of an effective LLL strategy, linked to their own experiences and interests, and further developed and reintegrated into the strategy in a corresponding way.
